·       Councillor Stephen Eyre asked it be noted that he had dealings with the applicant for Item 6, therefore would leave the Meeting during that item.

 

·       Councillor Sid Dennis asked it be noted that in relation to Item 6, his business undertook work on the site, and for Item 7 he undertook work with the consultant, therefore in the interest of openness and transparency would leave the Meeting for those items.

 

·       Councillors Daniel McNally, Terry Aldridge, Sid Dennis, Dick Edginton and Stephen Eyre asked it be noted that they were Members of the Lindsey Marsh Drainage Board.

Proposal:                     Hybrid application comprising Full permission for demolition of existing structures and erection of retail unit (Use Class E) and associated parking, landscaping and ancillary works and construction of new vehicular and pedestrian access, & Outline permission (means of access only) for the redevelopment of service station with shop (sui generis) with associated parking, landscaping and ancillary works.

The application was reported to Committee because the proposal was a major development that had attracted significant local interest.

 

The main planning issues in this case were considered to be:

 

·     Principle

·     Retail impact

·     Design/landscape

·     Highways

·     Drainage

·     Heritage

·     Ecology

·     Residential amenities and noise

 

Members were referred to the information contained within the supplementary agenda, pages 1 to 11 refer which had been circulated the previous day.  However, due to the length of the document the Chairman advised that he would allow Members some time to further consider the contents.

 

N.B.  The Meeting adjourned at 10.17am and re-convened at 10.22am.

 

The Deputy Development Managerdetailed the site and surroundings information to Members at Paragraph 2, together with the description of the proposal at Paragraph 3, pages 29 to 31 of the report refer. 

 

Richard Thompson spoke in support of the application.

 

Chris Edge spoke in objection to the application,

 

Members were invited to put their questions forward to the speakers. 

 

·       A Member highlighted that during his speech, Mr Edge referred to the new development being twice the size of the Co-Op store and asked for clarification if this related to one or both of the Co-Op stores in Horncastle.  Mr Edge confirmed that he was referring to the Co-Op in Conging Street as the other Co-Op store was a separate entity and not part of the Co-Op Group.

No further comments or questions were received.

 

Following which, the application was opened for debate.

 

·       A Member commented that he had read all the papers thoroughly and as local food stores reportedly made good profits was in favour of competition.

It was proposed that the application be approved in line with officer recommendation.

 

·       A Member commented that the application was for a convenience store that was restricted in size and would be easy to find on the A158 main road, and for passing traffic would be more visible than the Tesco and Co-Op stores in the town centre.  He was impressed with the information presented within the report and also by Mr Thompson’s presentation.  It was considered that it was a betterment for the site and it was encouraging that 96% of local people supported  ...  view the full minutes text for item 50.

The application was referred to Planning Committee at the request of Cllr Davie with strong objection by the Parish Council including concerns about cumulative impacts from similar developments in the locality.

 

The main planning issues in this case were considered to be:

 

·     Principle of the extension

·     Impact upon protected species

·     Landscape matters

 

Members were referred to the information contained within the Supplementary Agenda, pages 11 to 13 refer.

 

The Senior Planning Officerdetailed the site and surroundings information to Members at Paragraph 2, together with the description of the proposal at Paragraph 3, pages 65 to 66 of the report refer. 

 

Jon Pope spoke in support of the application.

 

Neville Towers spoke in objection to the application.

 

Councillor Roger Dawson spoke on behalf of the Parish Council.

 

Members were invited to put their questions forward to the speakers. 

 

·       A Member commented that two of the speakers stated that they were raising objections on behalf of their parish council as a whole, however within the report there was only one objection from a resident, Paragraph 4.18, page 68 of the Agenda refers and queried whether there had been a public meeting or whether the parish council had communicated with residents.

 

Councillor Dawson responded that Addlethorpe was a very small parish and it was difficult getting organised with the number of people and resources available to them.  Recently, a major initiative was taken to start to develop a Neighbourhood Plan that involved the community but unfortunately this did not happen prior to the application being submitted.  However, it was anticipated that this would be seen on future applications as work undertaken so far had shown a significant impact in terms of the campaign to try and clarify the impact on the community.

 

·       A Member queried what facilities were available in the village.  Councillor Dawson responded that the village had virtually no services, with the only facilities being a church and a public house that was seasonal only and located on one of the caravan sites.  Councillor Dawson further considered that the village had been wrongly categorised as a medium village in the Local Plan.  A Member commented that the classification of small and medium villages in the Local Plan had been raised as an issue many times and suggested to Councillor Dawson that  ...  view the full minutes text for item 51.
