Apologies for absence were received from Councillor Billy Brookes.

 

It was noted that, in accordance with Regulation 13 of the Local Government (Committees and Political Groups) Regulations 1990, notice had been given that Councillor Terry Taylor had been appointed to the Committee in place of Councillor Helen Matthews and Councillor Paul Rickett had been appointed to the Committee in place of Councillor Daniel McNally, for this Meeting only.

  • Councillor Cunnington asked it be noted that he was Ward Member for Items 5 and 6 but would remain in the meeting.

 

  • Councillor Eyre asked it be noted that in relation to Item 7, he knew one of the Speakers.

 

  • Councillor Dennis advised that he would need to leave the room for Items 7 and 8.

 

  • Councillor Edginton asked it be noted that Items 5, 6 and 8 were in his District Council Ward however, he had not been approached by anyone and would remain in the Meeting with an open mind.

 

  • Councillor Knowles advised that he would be speaking as Ward Member for Item 9.

Members received an application for Planning Permission - Erection of a six storey Travelodge hotel, Starbucks drive-through cafe and a sub station, provision of car parking and construction of a vehicular access with reuse of listed railings at the former crazy golf site, South Parade, Skegness.

 

The application had been referred to the Planning Committee as it was a significant development on the Skegness sea front and had generated a number of objections both from consultees and neighbours.

 

The main planning issues were considered to be:

 

  • Principle of development on this site on Skegness

Foreshore

  • Effect on nearby buildings in terms of overshadowing from
  • the new buildings
  • Wider effects of the development on living conditions of
  • property occupiers and users of accommodation in the
  • area
  • Flood Risk including the Sequential and Exceptions Test
  • Drainage matters
  • Economic impacts of the development
  • Highway and traffic matters
  • Design and scale of the development
  • Effect on Heritage assets, namely both the Grade 2 listed railings and the Historic Parks and Gardens.

 

Members were referred to the information contained in the supplementary agenda, pages 1 to 4 refer, which had been circulated that morning.

 

The Senior Planning Officer detailed the site and surroundings information to Members at Paragraph 2, together with the description of the proposal at Paragraph 3, pages 15 to 16 of the report refer.

 

Mr Daren Burney spoke in support of the application.

 

Members were invited to put their questions to the speakers but no questions were received.

 

Following which, the application was opened for debate.

 

  • A discussion ensued and Members were pleased to note that this development would bring a big economic benefit to Skegness and that heritage impacts and the design were considered appropriate.

 

Following which, the application was proposed and seconded for approval.  

 

As requested by the Chairman, the Senior Planning Officer highlighted the recommendations, of which there was one extra condition and one amended condition, contained in the supplementary agenda, pages 1 to 3.

 

Vote:           10 in favour,         0 against,             1 abstention

 

RESOLVED:

 

That full planning permission be approved, subject to the following conditions:

 

1). The development hereby permitted must be begun not later than the expiration of three years beginning with the date of this permission.

Members received an application for Listed Building Consent - Removal of existing listed railings and reuse within new access position at the former crazy golf site, South Parade, Skegness.

 

The application had been referred to the Planning Committee as the proposal was presented in conjunction with application number S/153/1059/22, which was being considered at Planning Committee due to

its scale and to its contentious nature, so it was reasonable to also consider this application at Planning Committee.

 

The main planning issue was considered to be whether the re-siting of a section of the listed railings was harmful to the significance of this heritage asset.

 

The Senior Planning Officer detailed the site and surroundings information to Members at Paragraph 2, together with the description of the proposal at Paragraph 3, page 49 of the report refers.

 

There were no speakers on the application.

 

Following which, the application was opened for debate.  No comments or questions were received.

 

The application was proposed and seconded for approval.

 

Vote:           10 in favour,         0 against,             1 abstention

 

RESOLVED:

 

That listed building consent be approved, subject to the following conditions:

 

1. The development hereby permitted must be begun not later than the

Reason: In order to comply with the provisions of Section 18 of the Planning

(Listed Buildings and Conservation Areas) Act 1990.

 

2. Prior to commencement of the works hereby consented, a listed railings

method statement shall be submitted to and approved in writing by the

Local Planning Authority. The method statement shall include 1:20 plans and

provide details of the following:-

 

- the existing railings in situ;

- the proposed position of all railings;

- the method of removal and fixing of those railings to be relocated;

- the method of repair of any railing;

- materials and styling of replacement railings if required;

- proposed finish and colour of all railings;

- proposed pillar foundation design if required;

 

Works shall be carried out only in accordance with the approved details.

 

Reason: To safeguard the historic integrity of the railings and in order to

comply with Policy SP11 of the East Lindsey Local Plan.

at Chapel Lane, Addlethorpe, Skegness.

 

The application had been referred to the Planning Committee at the request of local Ward Councillor, Councillor Davie with strong objections by the Parish Council, including concerns about cumulative impacts from similar developments in the locality. 

 

The main planning issues were considered to be:

 

  • Principle of lodges in this location
  • Sport and Recreation

 

Members were referred to the information contained in the supplementary agenda, pages 4 to 6 refer, which had been circulated that morning and the Senior Planning Officer stated that he had received another letter from Addlethorpe Parish Council, which was similar to those already received in objection to the application.

 

The Senior Planning Officer detailed the site and surroundings information to Members at Paragraph 2, together with the description of the proposal at Paragraph 3, pages 59 to 60 of the report refer.

 

Mr Simon Wheatman spoke in support of the application.

 

Mr Neville Towers spoke in objection to the application.

 

Cllr Roger Dawson spoke on behalf of the Parish Council.

 

Members were invited to put their questions to the speakers

 

  • A Member queried whether Councillor Dawson lived in Addlethorpe, to which he confirmed he did.

 

  • A Member also queried whether the residents of Addlethorpe used the facilities on the caravan site.  Councillor Dawson responded that the pub only operated during the summer season and to his knowledge the villagers did not use it.  He stated that the pub on the site added nothing to the village.

 

  • A Member queried whether the clubhouse was available to the lodge dwellers, bearing in mind there was no footpath and no access to walk to any other facilities.  Mr Wheatman confirmed that the clubhouse was open all year round, and was available to visitors and local residents, some of whom had been using it.  Access to the clubhouse would be extended to all year round.

 

  • A Member raised a concern with regards to the access to the site, stating that it was not very impressive considering the amount of money that has been spent on the site.  Mr Wheatman agreed with the Member and stated that he would bring this to the attention of his Client.

 

No further comments were received.

 

Following which, the application was opened for debate.

 

A Member pointed out that with regards to Highways, there were no objections in the report and also no comments in the report relating to the concerns raised with regards to the NHS.  Following which the application was proposed for approval.

The application had been subject to a call-in request by Councillor Billy

Brookes and was considered appropriate for Committee’s consideration given the nature of the proposal and the application history.

 

The main planning issues were considered to be:

 

  • Principle of the development
  • Flood Risk
  • Impact on the character of the area
  • Impact on amenity
  • Highway safety and parking

 

Members were referred to the Supplementary Agenda, which contained additional information, pages 6-7 refer.

 

The Senior Planning Officer detailed site and surroundings information to Members at Paragraph 2, together with the description of the proposal at Paragraph 3, pages 75 to 77 of the report refer.

 

Mr Matthew Cook spoke in support of the application.

 

Members were invited to put their questions to the speakers

 

  • A Member asked Mr Cook why LCC Highways hadn’t received the additional information and travel plan that they had requested.  Mr Cook responded that with it being an outline application, at that stage they wouldn’t expect that level of detail to be submitted.

 

  • With regards to the mitigation required that was referred within the supplementary agenda, a Member asked whether it was possible for Mr Cook to meet that mitigation of flood risk.  Mr Cook confirmed that they had submitted a flood risk assessment and there had been no objection received, however conditions had been added regarding floor levels. 

 

  • The Development Management Lead Officer responded to questions that Members asked with regards to the highways and drainage position.  He confirmed that, if permission was granted, these elements could be dealt with by condition, with construction management details and travel plans. He also confirmed that the flood risk mitigation measures could be incorporated in the scheme detail.  He informed Members that officers’ concerns related to whether the level of impact on the neighbours would be acceptable.

 

No further comments were received.

 

Following which, the application was opened for debate

 

  • A Member commented that he could see there was only one reason for refusal within the report and did not consider that it affected local residents. 

 

The application was proposed for approval.

 

  • A Member pointed out that the Committee had just approved a Travelodge across the road from the proposed site and considered that this application would bring positives to the area and was disappointed that the detail was being debated.

 

The application was seconded for approval.

 

  • A Member commented that he supported the officer recommendation for refusal as there was insufficient detail relating to highway safety and parking.

 

Following which, the application was proposed for refusal.

Councillor Terry Knowles spoke as Ward Member.

 

Members were invited to put their questions to the speakers

 

  • A Member asked Mr Clover whether his client would accept the conditions referred by Councillors Knowles in relation to completion in a timely manner to Highway’s standards and to ensure that the drainage system was adequate.   Mr Clover confirmed that his client would accept them.

 

  • A Member commented that quality developments with quality builders and quality controls were needed and if the conditions could be guaranteed he would agree with Councillor Knowles. Furthermore, he asked whether a timescale could be put on this.  The Assistant Director, Planning and Infrastructure confirmed that Condition 3, page 98 of the report refers was a reasonable expectation to meet and that it would be monitored through enforcement. 

 

Following which, the application was opened for debate but Members had nothing further to add.

 

The application was proposed and seconded for approval.
