The application was considered appropriate for consideration by the Planning Committee following a request from former Councillor Graham Williams given the site's planning history, local objection, previous planning requirements and concerns that the proposal does not comply with requirements of adopted policy SP19 or adhere to licensing requirements.
The main planning issues were considered to be:
• Principle of development; • Impact on neighbours; • Impact on character of area; • Highway safety; • Flood Risk & Drainage.
Members were referred to the additional information contained in the supplementary agenda, pages 1 to 2 refer.
There were no speakers on the application.
Following which, the application was opened for debate.
Following which, the application was proposed and seconded for approval.
Upon being put to the vote, the proposal for approval in line with officer’s recommendation, subject to conditions, was agreed.

S/152/01072/18 at Millers Walk Development Site, Main Road, Sibsey.
The application was called-in to Committee by Councillor Ashton due to public interest and village concerns over the appropriateness of the design and layout for a village location. Particular concern was the block of 4 quarter houses which may have a particular massing effect at a prominent location and its stark urban design. Similar concerns apply to other proposed dwelling designs. Feel insufficient effort had been put into bringing forward quality or pleasing design.
The main planning issues were considered to be:
• Principle • Reserved matters details
Members were referred to the additional information contained in the supplementary agenda, pages 2 to 3 refer.
The Deputy Development Manager detailed the site and surroundings information to Members at Paragraph 2, together with the description of the proposal at Paragraph 3, pages 21 to 22 of the report refer.
Mr Neil Kempster spoke in support of the application.
Members were invited to put their questions to the speaker.
The Developer advised that phase 2 was not connected to the existing sewer as it would be going through phase 1.
The Deputy Development Manager explained that when the outline planning permission was granted, it was subject to a number of conditions, one of which was related to foul water strategy. She advised that the details for the foul water on phase 1 had been approved and an application for the strategy for phase 2 would be sought, at the appropriate time. It would not discharge the current condition, and they would still have to submit that information.
The Deputy Development Manager advised that providers of affordable housing often prefer to have them in small clusters.

Members received an application for Outline Planning Permission – Outline erection of 2no. dwellings at Griffontee House, Main Road, Aby, Alford, LN13 0DQ.
The application was to be considered by the Planning Committee following request by Councillor Grist who recognised that there was conflict with adopted policy but considered the level of support from the local community and the site context to warrant detailed consideration.
The main planning issues were considered to be:
· The site was located of the edge of Aby which was defined as a small village in the East Lindsey Local Plan. SP4 – Housing in Inland Medium and Small Villages was therefore relevant. Clause 2 of the SP4 stated that housing would also be supported in the medium and small villages where it can conform to the following criteria:
• In an appropriate location within the developed footprint of the settlement as infill, frontage development of no more than 2 dwellings. • Conforms to Clause 2 of Strategic Policy SP25 – Green Infrastructure.
An appropriate location was identified as a location which does not conflict, when taken as a whole, with national policy or policies in this Local Plan. The developed footprint was defined as the continuous built form of the settlement and excludes individual buildings or groups of dispersed buildings which were detached from the continuous built up area of the settlement. It also excluded gardens, community and recreation facilities, land used for an active employment use.
· The site was located on the edge of the continuous built form of the settlement of Aby. The dwelling to the north east was separated from the continuous built form of the settlement by the applicant’s paddock and it was considered that it consequently 'read' as an isolated dwelling located in the open countryside, rather than as part of the built form of the village. SP4 requires that a site is 'in fill', within the developed footprint of the settlement and frontage development. Whilst the site is frontage development, it is not considered to be infill, as defined by the Local Plan, particularly given the gap to the dwelling further north and, also, not within the developed footprint of the settlement. The proposal was therefore contrary to requirements of SP4.
· In considering the policy position, it was relevant to note that rationale for limitation on the number and location for acceptable new residential development in the districts Medium and Small villages, was not only in seeking to safeguard the rural character of such settlements, but more fundamentally in ensuring a sustainable distribution of housing with focus in the Large Villages and Towns as also required by SP1 and SP4 of the Local Plan. Recent appeal decisions had recognised and strongly supported this approach in the consideration of similar proposals for other Medium and Small Villages.
