Apologies for absence were received from Councillors Terry Knowles and Tom Kemp.

 

It was noted that, in accordance with Regulation 13 of the Local Government (Committees and Political Groups) Regulations 1990, notice had been given that Councillor Sid Dennis had been appointed to the Committee in place of Councillor Daniel McNally and Councillor Terry Taylor had been appointed to the Committee in place of Councillor Sam Kemp, for this Meeting only.

Applicant:                    Tetney Golf Club

 

Members received an application for Planning Permission - Erection of

6no. dwellings with associated garages at land North West of Beck Drive,

Tetney.

 

The application was to be considered by the Planning Committee due to the public interest in the scheme and following a request from Councillor Steve McMillan due to the relationship of the application site with the core shape and form of the settlement.

 

The main planning issues in this case were considered to be:

 

·       Whether the site was an appropriate location for new

residential development having regard to the character

and appearance of the area

·       Loss of Sport and Recreation Area

·       Impact upon the neighbours

·       Ecology

·       Drainage/Contamination

·       Highway safety/Public Footpath

 

Members were referred to the additional information contained in the supplementary agenda, pages 1 to 2 refer.

 

The Senior Planning Enforcement Officer detailed the site and surroundings information to Members at Paragraph 2, together with the description of the proposal at Paragraph 3, pages 5 to 6 of the Agenda refer.

 

Mr David Janney spoke in objection to the application.

 

Councillor Steve McMillan spoke as Ward Member.

 

Members were invited to put their questions to the speakers.

 

  • A Member queried whether the houses on the North side of the development would have a view of the golf course and Mr Janney confirmed that they were marketed to reflect that.  After confirming that he lived close to the new development, Mr Janney explained that the development would cast shadows on to the rear of the southern side properties on Thoresby Lane. 

 

  • Following on from Councillor McMillan commenting that he was in support of development in the area but of a different nature, a Member queried what his thoughts were on the type of properties he would like to see developed.

 

Councillor McMillan considered that single storey properties would be a better option as they would soften the view and would not overshadow the existing properties.

 

  • A Member further commented that there was a need for that type of house, therefore did not see why there were objections to the proposed development.

Cllr McMillan commented that Tetney had a lot of those type of properties already and pointed out that there was also another development on the other side of the golf course. 

 

  • A Member queried what evidence Mr Janney had with regards to the 31 meter shadows being cast from 3 Thoresby Lane and also what time of year this occurred.  Mr Janney confirmed that it was at the end of February and that he had photographic evidence of this.

 

Councillor Steve McMillan left the room at 10:56am.

 

Following which, the application was opened for debate.

Applicant:                    Lusso Residential Holdings Limited

 

Members received an application for Planning Permission - Change of use of land for the siting of a total of 9 park homes and 1 site office (additional 4 park homes to the 5 park homes approved by ref: N/108/02023/19 as amended by ref: N/108/00518/20) at former The Bungalow (Tye), Magna Mile, Ludford, Market Rasen, LN8 6AD.

 

The application had been subject to a call-in request by Councillor Fry on the basis that approval of this proposal may result in an unacceptable density of properties on the development and would also result in a lack of mitigating screening. The proposal was also considered as a potential departure from the Local Plan and recommended for approval.

 

The main planning issues were considered to be:

 

·       Principle of development in this location in terms of

sustainability.

·       Impact of the proposed development on the character of

the area and the setting of the AONB.

·       Impact of the proposed development of the amenities of

the neighbours.

·       Other issues (impact on ecology, drainage and

highways).

 

Members were referred to the additional information contained in the supplementary agenda, page 2 refers.

 

The Senior Planning Officer detailed the site and surroundings information to Members at Paragraph 2, together with the description of the proposal at Paragraph 3, pages 19 to 20 of the Agenda refer.

 

Mr Robert Whiteley spoke in support of the application.

 

Members were invited to put their questions to the speaker.

 

  • A Member queried whether the reservations that the Parish Council had were related to the landscaping problems.

 

Mr Whiteley responded that they were and explained that the whole site was overgrown and, although it would have been nice to have retained more trees and the hedge, it wasn’t possible as it was dead wood.

 

  • A Member asked Mr Whiteley to confirm how much land had been set aside for this application and it was also queried what the age restriction was for people buying the new properties.

The Applicant confirmed that it was a park home site and he was not aware that there was an age restriction in the original application, but confirmed the age restriction at other sites may be for the over 55’s.  He further advised Members that the size of the site was 1.75 acres.

 

Following which, the application was opened for debate.

 

The Development Management Lead Officer further clarified the site area query and confirmed the overall site was being developed.

 

  • A Member commented that it was a shame to take the hedges out, and queried whether it was possible to amend that.

Members received an application for Planning Permission - Erection of a w.c. block, shed and siting of 1no. shepherd's hut and 2no. glamping pods together with associated regrading of land levels. Alterations of existing vehicular access and provision of a parking area at land, South Ormsby Road, Tetford.

 

The proposal had been subject of considerable local interest, so was considered appropriate for committee consideration.

 

The main planning issues were considered to be:

 

·       Proposal clarification

·       Principle, including the impact on the AONB

·       Impact on third parties

·       Access

·       Contamination

·       Flood Risk and Drainage

·       Biodiversity

 

The Senior Planning Officer detailed the site and surroundings information to Members at Paragraph 2, together with the description of the proposal at Paragraph 3, pages 33 to 34 of the Agenda refer.

 

Mrs Clare Wilson spoke in support of the application.

 

Members were invited to put their questions to the speaker.

 

  • A Member queried whether waste would be discharged into the water course, following which Mrs Wilson confirmed that this would not be the case as there would be a sewage treatment plant.

 

  • A Member asked for clarification on how many people would be on site as the Parish Council had said there would be 40 people, however the applicant considered that the numbers had been exaggerated.   

 

  • A Member queried why there were 7 parking spaces when there were only 2 glamping pods detailed on the plan.

 

The applicant confirmed that they would need to park their own vehicle there and they may increase the site in the future.

 

  • When asked about the narrow road access into the site, Mrs Wilson advised that the gate would be moved so that cars would be able to pull in and they would also make the entrance more visible.

 

Following which, the application was proposed and seconded for approval.

 

Upon being put to the vote, the proposal for approval in line with officer’s recommendation, subject to conditions, was agreed.

 

Vote:          9 in favour,         0 against,           1 abstention
