Applicant: Chestnut Homes Ltd
Members received an application for Planning Permission - Erection of 27no. dwellings, to include fencing to a maximum height of 1.8m, excavation of land to form an attenuation pond, construction of a vehicular access and roads and provision of open space at land off Marine Avenue, Sutton on Sea.
The application was brought before the Committee because it was recommended for approval and had attracted a substantial number of objections including a petition and objection from the Town Council.
The main planning issues in this case were considered to be:
• Principle of the development including Flood Risk • Impact upon the character and appearance of the area and neighbours by reason of the design and layout • Drainage • Financial Contributions • Provision of play area • Ecology • Highway safety • Contamination
Members were referred to the additional information contained in the supplementary agenda, page 1 refers.
The Senior Planning Enforcement Officer detailed the site and surroundings information to Members at Paragraph 2, together with the description of the proposal at Paragraph 3, pages 11 to 12 of the report refer.
Ms Rebecca Archer spoke in support of the application.
Councillor Graham Parkhurst, Mablethorpe and Sutton Town Council, spoke in objection to the application.
Members were invited to put their questions to the speakers.
• After being asked to clarify what the 3.75 metre height restriction was that he was referring to, Councillor Parkhurst confirmed that it was the recommendation by the water board to raise the level of the ground to a minimum of 3.75 metres.
• A Member queried whether it was always the intention to raise the land by 8 feet.
Ms Archer explained that the flood risk mitigation allowed for two different strategies. There was a minimum level to raise which was 3.15 metre with 600 resilient construction which would give a 3.7 metre mitigation strategy, alternatively it could be raised to the 3.7 meter level. The proposal was to raise to a 3.1 metre level and have 600 resilient construction, which had already been carried out across other sites in ELDC.
• A Member queried the drainage strategy and Ms Archer explained that the water would discharge into the Anglian Water sewer which connected into the water course managed by the Internal Drainage Board. This would then run down the back of the South Road properties. Ms Archer also confirmed that there was a proposed filter drain to the eastern side of the properties to capture any run-off water.

Applicant: Mr A Millburn
Members received an application for Planning Permission - Change of use of land for the siting of 6no. camping pods and hot tubs and construction of a vehicular access and an internal access road at land East of Peppers Holt Wood, Harrington Road, Hagworthingham.
The application had generated a significant level of local interest and was also subject to a call-in request by Ward Member Councillor Grover for the following reason " My main concerns are environmental and improper siting in an AONB, which both go against planning policy. I also note that there is significant local objection, which must be considered."
The main planning issues were considered to be:
• Principle of holiday accommodation in this location; • Visual impact; • Biodiversity; • Impact on neighbour amenities; • Impact on listed building and the business at Stockwith Mill; • Highway safety; • Pollution; • Loss of agricultural land
At this point in the Meeting, the Senior Planning Officer advised Members that there was some additional information not included on the supplementary agenda, which related to a legal covenant in place as a condition of the sale of the land stating that only 6 camping pods could be put on the land.
Members were further referred to the additional information contained in the supplementary agenda, pages 1 to 5 refer.
The Senior Planning Officer detailed the site and surroundings information to Members at Paragraph 2, together with the description of the proposal at Paragraph 3, pages 25 to 26 of the report refer.
Ms Maria Ferguson spoke in support of the application.
Mr Simon Storan spoke in objection to the application.
Councillor Jackie Featherstone, Hagworthingham Parish Council, spoke in objection to the application.
Councillor Will Grover spoke as Ward Member.
Members were invited to put their questions to the speakers.
• A Member queried what crops had previously been grown on the land as the report stated that the land was not good quality. He also queried whether the chalk stream would be enhanced, as per the report.
Councillor Grover responded that the land was grade 3, which was not the best quality, but still good. He pointed out that one of the photos within the report proved that it was good enough to grow crops and there was 14.5 acres of agricultural land. He advised that the land had been used as a bio-diversity meadow but had recently been flailed.
