-       A Member queried whether there would be pedestrian access to the children’s playground.  Mr Pennington advised that there would be access through the eastern side of the Artificial Grass Pitch (AGP) under the canopy area of the leisure centre, and a narrow area between the bund and the AGP itself, however advised that the current footpath would be removed.

 

-       Following a query with regards to whether the MUGA was frequently used, Mr Pennington confirmed that it was well used and was to be resurfaced and would continue to be used in the future.

 

-       A Member further queried whether the new 3G pitch would be free of charge to use and how bookings could be made.  Mr Pennington explained that bookings would need to be made via the leisure centre operator and the partner clubs, and activities booked would incur a charge.

-       A Member queried what the land on the other side of the proposed site was being used for.  Mr Grundy advised that it was being used for arable production and would remain that way.

-       Following a query on whether Scrafield House was a listed property, the Deputy Development Manager confirmed that it was not.

 

-       In response to a query on one of the proposed passing places on Scrafield Road, the Deputy Development Manager advised Members that an area of the hardstanding to be used for the passing place was private access to a farm and the rest was on a highway verge.  Members were also advised that this was already used as an informal passing place.

 

-       A Member queried whether an archaeological field walk had been undertaken with regards to the nearby English Civil War Battlefield.  The Deputy Development Manager informed Members that it would be dealt with as pre-commencement conditions if the application was approved.

 

-       In response to a question on whether the Wolds Countryside Services were consulted on the application, the Deputy Development Manager informed Members that they had not been consulted.

 

-       A Member queried whether the applicant owned the land on which the passing places would be located.  The Deputy Development Manager advised that the applicant was not the landowner, however the passing places were within land that that belonged to the Highway Authority.

The proposal was subject to an initial call-in request by Cllr Jimmy Brookes. It was initially understood that the call-in request was not being pursuedon thebasis ofa misunderstandingof theplanning historyfor the site, but that understanding was in error. The application is therefore brought to Committee for determination and on the basis of the apparent support and to give clarity to the planning issues.

 

The main planning issues were considered to be:

Members were invited to put their questions to the speaker.

 

-       A Member queried whether there was any flood risk mitigation included in the proposal.  Mr Clover advised that none had been included as it was not at risk of flooding, however as a precaution, the bungalow had been raised by a couple of bricks.

 

Following which, the application was opened for debate. 

 

-       Following a query with regards to being on the Self-Build Register in order to build, the Development Management Lead Officer confirmed that was correct and that self-builds were encouraged by the Government and could be given some weight.  However, if it was a site in the countryside at risk of flooding it would not carry such weight to override important policy considerations that were in both the Local Plan and the NPPF (National Planning Policy Framework).

 

-       A discussion ensued relating to the proposed site being located in Flood Zone 3.

 

-       A Member commented that a huge area of East Lindsey was in a high risk flood zone and there was a risk that nothing would be built if strict adherence to policy was given to any sites within a high flood risk zone. 

 

Following which, the application was Proposed for approval against officer recommendation.

 

At this point in the debate, the Development Management Lead Officer provided Members with some background information on the history of the bungalow, pages 129 to 130 of the report refer.
