It was noted that, in accordance with Regulation 13 of the Local Government (Committees and Political Groups) Regulations 1990, notice had been given that Councillor Terry Aldridge had been appointed to the Committee in place of Councillor Richard Cunnington for this Meeting only.

- Councillor Kate Marnoch asked it be noted that with regards to Item 5 she was Ward Member, however would remain of an open mind.
- Councillors Terry Aldridge, Stephen Eyre, Alex Hall and Neil Jones asked it be noted that they were Members of the local internal drainage boards.
- During discussion at Item 5, it was noted that Councillor Robert Watson had attended a Planning Meeting in relation to this site as a Member of Mablethorpe & Sutton Town Council.

Proposal: To carry out development without complying in full with condition 13 (living accommodation) as previously imposed on planning permission ref. no. N/110/00914/22 (erection of a faculty building housing laboratories, consultation spaces, lecture facilities and ancillary facilities including public facing cafe, 7 bedroom accommodation block for short term stay for researchers and associated public open space with play area, parking for 36 vehicles, mobility scooter parking/charging and new entrance road connecting to the existing roundabout).

Members received an application for a Section 73 application to carry out development without complying in full with condition 13 (living accommodation) as previously imposed on planning permission ref. no. N/110/00914/22 (erection of a faculty building housing laboratories consultation spaces, lecture facilities and ancillary facilities including public facing cafe, 7 bedroom accommodation block for short term stay for researchers and associated public open space with play area, parking for 36 vehicles, mobility scooter parking/charging and new entrance road connecting to the existing roundabout) at land off Stanley Avenue, Mablethorpe.
The application site was owned by East Lindsey District Council and the application was submitted for Committee consideration on the grounds of transparency.
The main planning issues were considered to be:
Members were referred to the information contained in the Supplementary Agenda.
Michelle Walker, Deputy Development Manager, detailed site and surroundings information to Members at Paragraph 2, together with the description of the proposal at Paragraph 3, pages 13 to 15 of the report refer.
There were no speakers on this item.
Following which, the application was opened for debate.
- A Member queried whether the application related to the main campus building or the smaller ancillary building. The Deputy Development Manager confirmed that it concerned the latter.
- A Member expressed a concern regarding the loss of single-person accommodation along the coastal strip, given high demand and ongoing scrutiny into homelessness. The Deputy Development Manager confirmed that the original accommodation was not intended for general housing but specifically for research staff.
- Members expressed disappointment that the main campus building was underused and that the original vision for a state-of-the-art research facility had not materialised.
Questions were raised regarding whether businesses operating from the smaller building would provide private or public services, however officers were unable to confirm this information.
At this point in the Meeting, Councillor Robert Watson asked it be noted that he had attended a Planning Meeting in relation to this site as a Member of Mablethorpe & Sutton Town Council.
Following which, the application was Proposed and Seconded for approval in line with officer recommendation.
Upon being put to the vote, the proposal for approval in line with officer recommendation was carried.
Vote: 6 In favour 1 Against 3 Abstention
