Applicant: Glenholme Healthcare
Members received an application for Full Planning Permission - Erection of a care home and construction of a vehicular access, car parking, landscaped gardens, and refuse and recycling facilities at Tattershall Road Industrial Estate, Tattershall Road, Woodhall Spa.
The application had been subject to significant local objection and Councillors Craig Leyland and Thomas Kemp had requested that the application be determined at Planning Committee.
The main planning issues were considered to be:
· Principle of development · Impact on amenity · Highway issues · Flood risk and drainage · Ecology and biodiversity net gain · Archaeology · Planning obligations
Members were referred to the additional information contained on pages 1 to 2 of the Supplementary Agenda.

Ms Helen Knott (Planning Consultant) spoke in support of the application.
Mrs Frances Franklin spoke in objection to the application.
Councillor Chris Watts spoke on behalf of Woodhall Spa Parish Council.
Councillor Craig Leyland spoke as Ward Member.
Members were invited to put their questions to the speakers.
- A Member queried whether the site layout for the proposed new care home would allow sufficient access for emergency vehicles, given the nature of the use. In response, Ms Knott confirmed that the site layout had been designed to accommodate ambulances if required including suitable access, manoeuvring space and provision for parking such vehicles on site.
- A Member further queried the ownership of the land and whether it was currently available for sale or development. It was explained by Councillor Watts that the land remained in private ownership and was currently occupied by established local businesses. It was further noted that the land had originally been gifted for employment purposes to support local businesses. Councillor Watts added that part of the site currently appeared untidy due to its previous temporary use as a construction compound but that this did not reflect its longer?term potential.
- The Committee sought clarification on the nature of the businesses currently operating on the site. Councillor Leyland explained that the site had originally been developed in the early 1990’s as employment land and now accommodated three locally owned and operated businesses. They included a building maintenance company, a car washing and valeting business and an interiors business specialising in blinds and soft furnishings, all of which were described as well used by the local community and employed local people.
- Following a query regarding pedestrian access, specifically whether a footpath connection would be provided between the proposed care home and a nearby bus stop, Ms Knott confirmed that a new footpath was included within the proposal and would replace the ... view the full minutes text for item 110. |

Proposal: Outline Planning Permission - Erection of 1no. dwelling (for ‘Vulnerable Persons’)
Location: Land Adjacent Lindis House, South Road, North Somercotes
Applicant: Mr M Maguire
Members received an application for Outline Planning Permission – Erection of 1no. dwelling (for ‘Vulnerable Persons’) at land adjacent Lindis House, South Road, North Somercotes.
The application had been subject to a significant level of local interest.
The main planning issues were considered to be:
· Principle of development · Local need · Flood risk and drainage · Impact on character of area · Residential amenity · Transport issues · Ecology and biodiversity net gain
Members were referred to the additional information contained on pages 3 to 4 of the Supplementary Agenda.
Andrew Booth, Development Management Lead Officer, detailed site and surroundings information to Members at Paragraph 2, together with the description of the proposal at Paragraph 3, pages 51 to 52 of the report refer.
Mrs Angela Simmonds (Agent) spoke in support of the application.
Members were invited to put their questions to the speaker.
- A Member sought clarification regarding the operating model of the proposal, particularly the principle of a person residing on the site as it was not a typical arrangement for an industrial estate and asked why it was deemed acceptable. In response, Mrs Simmonds explained that on-site residence was not an essential requirement of the business model. Instead, it was presented as an added factor demonstrating the applicant’s established local connection, noting that the applicant worked locally and held contracts within the area. It was stated that the applicant would be overseeing nearby industrial development and could as an additional benefit assist with management of the commercial units. Mrs Simmonds emphasised that this aspect was not fundamental to the application with the main consideration being the family’s settled presence in the area and their children attending local schools.
- A Member queried how long the family had lived in the area and commented that they would have preferred to have seen a full planning application, rather than an outline proposal. Mrs Simmonds responded that the family had been living and working locally for several years and had settled on the site more recently. It was acknowledged that a full application would have provided greater visual detail, however, it was explained that the financial cost of a full submission was significant, particularly for a young family. Mrs Simmonds advised that securing approval in principle through an outline application would allow the family to commit fully to funding the development at the reserved matters stage.
- A further question was asked regarding whether the proposed dwelling would be multi-generational. Mrs Simmonds confirmed that it would be, explaining that extended family members were already living on the site and that the family structure reflected a broader family-based way of life. It was stated that the proposal would allow the family to settle permanently in the area, with multiple generations remaining together and children continuing their education locally.
Following which, the application was opened ... view the full minutes text for item 111. |
