To consider excluding the public and press for the following items and if appropriate the Chairman to move:-

That under Section 100(a)(4) of the Local Government Act 1972, the press and public be excluded from the Meeting for the following item on the grounds that, if they were present, there could be disclosed to them exempt information as defined in paragraph (3)  of Part 1 of Schedule 12A of the Act (as amended).

To confirm the Open and Exempt Minutes of the Annual Meeting held on 20^th May 2026.

To receive a report from the Chairman of Executive Board.

To receive and review the Treasury Annual Report 2025-2026.

To seek the agreement of Council to create the budget required to enable the authority to take part in the Local Authority Housing Fund Round 4.

To consider an appointment to an Outside Body which is within the remit of the Council for the 2026/27 Municipal Year.

Public Space Protection Order – Tackling Aggressive Begging and Associated Anti-Social Behaviour:

Council notes that:

• East Lindsey District Council has successfully used Public Space Protection Orders (PSPOs) to tackle anti-social behaviour and protect public spaces across the district.
• Businesses, residents and visitors in parts of East Lindsey have raised concerns regarding persistent aggressive begging and associated anti-social behaviour in town centres, which can undermine public confidence, affect local businesses and deter visitors.
• While many vulnerable people require support rather than enforcement, there is a distinction between genuine hardship and behaviour that intimidates, harasses or causes alarm and distress to members of the public.
• The Anti-social Behaviour, Crime and Policing Act 2014 allows councils to vary existing Public Space Protection Orders where there is evidence that certain behaviours have a detrimental effect on the quality of life of those in the locality.

Council therefore resolves to request that the Executive:

1. Investigates the evidence relating to persistent aggressive begging and associated anti-social behaviour within East Lindsey, particularly in identified hotspot locations.
2. Explores the option of varying the existing Public Space Protection Order, rather than creating a separate order, to include proportionate measures to address behaviours such as:
   • Aggressive begging;
   • Harassment, intimidation or threatening behaviour towards members of the public;
   • Persistent obstruction of shop entrances, cash machines or public highways where associated with anti-social behaviour.
3. Considers undertaking the statutory consultation required under the Anti-social Behaviour, Crime and Policing Act 2014 with Lincolnshire Police, the Police and Crime Commissioner, local businesses, residents, town and parish councils, relevant support organisations and any other consultees required by law.
4. Following consultation, considers the findings, legal advice and officer recommendations. 

Council further recognises that enforcement should be accompanied by appropriate engagement with agencies supporting vulnerable individuals, ensuring that those genuinely in need are directed towards available assistance.
