It was noted that, in accordance with Regulation 13 of the Local Government (Committees and Political Groups) Regulations 1990, notice had been given that Councillor William Gray had been appointed to the Panel in place of Councillor Craig Leyland for this Meeting only.  

It was Proposed and Seconded that Councillor William Gray be elected Chairman for this meeting only.

All Councillors expressed an interest as elected District Councillors.

To consider excluding the public and press for the following items and if appropriate the Chairman to move:-

That under Section 100(a)(4) of the Local Government Act 1972, the press and public be excluded from the Meeting for the following item on the grounds that, if they were present, there could be disclosed to them exempt information as defined in paragraph(s) 1, 2 & 3 of Part 1 of Schedule 12A of the Act (as amended).

An Exempt Report was presented regarding the conditional appointment of the Assistant Director – Governance and Monitoring Officer.
